This is the original picture I’ll use in this tutorial:

And the following is the cat’s eye effect:

Step 1: choose Ellipse Select to make a selection of eye ball.

Step 2: copy this selection as a new layer, and choose”Filters > Noise > Add Noise”.

Increase the amount to 400%, and choose Gaussian, Mono.

Step 3: Choose “Filters > Blur > Radial Blur”.

Change the blur method into Zoom, and increase Amount to 100.

Step 4: Add a mask to layer 1, and then click Brush Tool to erase the hard edge of the eye ball. Note: you can change the Opacity of the Brush Tool to 50%.

Step 5: Click “Adjust > Levels” to darker the color of the eye ball.

Step 6: Choose a select tool to make a selection like as follows. Here, I choose Polygonal lasso. After select, choose Burn Tool to burn the selection.

Step 7: Change the color of the eyeball.

Click New Layer icon, and then make a circle selection upon the eye. Next, choose Brush Tool to fill you love color in the selection. Don’t forget to alter the layer blending to Color.

Decrease the Opacity of layer 2 to 50%.

Now, we’re finally done. Proud of it!
