In this tutorial, I’d like to introduce a way to add stars to the night’s sky. After learn, you can create this effect by yourself, which will be pretty interesting.
The following is the effect:
The stars look like real ones. Now, let’s get started.
Step 1: open a picture and add a layer with white.
Step 2: click Bucket Tool and then choose black color to paint it on the white layer.
Step 3: choose “Filters > Noise > Add Noise”.
Set the parameters. Increase Amount to 86%. Change the Distribution to Gaussian, and click Mono.
Step 4: choose “Filters > Blur > Gaussian Blur”.
Change Radius to 0.4 Pixels.
Step 5: Make invisible of layer 1. And choose selection tool to make a selection of the building in this picture.
Step 6: make layer 1 visible, and choose layer 1 as the current operation layer. Press Delete in your keyboard. Then, click “Select > Inverse”.
Step 7: Press “Ctrl + D” to deselect current selection. Next, choose “Adjust > Levels” to lessen the noise. 
Change the levels as below. 
Step 8: click “Adjust > HSL”, and set parameters.
Then, we’re done. Note: you can lessen the noise by using Levels again.
